From January 1st, 2003, recycling has become mandatory for residents of the city of Portsmouth in New Hampshire (US), and from July 1st recycling will also be mandatory for the city centre's businesses.

Recycling has been voluntary for the past year and no fines will be levies for the first 6 months but with it costing $66 per ton to dispose of waste in local landfill sites the city has decided that these rules are a good way to help the environment + save money.

If the new rules do not succeed in increase recycling on their own it is even possible that clear rubbish bags will be required in order to help enhance enforcement...
