Twelve African leaders have signed an agreement in Nigeria which commits them to monitoring each others' progress towards
governance reform. This agreement should help with the monitoring and achievement of reforms which have been demanded by donor countries as part of the New Partnership for Africa's Development - known as
NEPAD
